Prior to writing Building Golden India, Shail Kumar (www.shailkumar.com) was an administrator at UC Berkeley and UC San Diego. He is the Past-President of the IIT Foundation and co-founder of Pan IIT alumni movement in the USA. Shail was the co-founder and CEO of two start-ups and an executive in several Fortune 500 and Silicon Valley-based corporations. He has an MBA from Indiana University, Bloomington and B.Tech (honors) from the Indian Institute of Technology (IIT), Kharagpur.

A great book and must read for everyone who cares about India and its future. The book is beautifully set with engaging story-line and in-depth analysis. There is an enormous amount of research and analysis that has gone behind the book and you can feel it when you read it. All the data and analysis is beautifully presented through a very simple to understand language and story.

Mr, Kumar presents a thoroughly researched case for how to address one of the world's urgent problems - fundamentally improving the economic well being of India's poor and middle class by improving, even transforming, education. This book is a must read for anyone with an interest in India, education, and poverty.

In the knowledge economy, war between nations will be fought in classrooms. India is singularly unprepared for it. Shail Kumar's book, “Building Golden Indiafocuses on the issues plaguing India's higher education and charts out a set of urgent solutions to reform it.

Shail has done admirable research - from combing through the thousands of pages of national and state level committee reports and numerous books published on this topic, to conducting over a hundred interviews with entrepreneurs, corporate executives, faculty members, university leaders, students, and young professionals in India and across four continents. Shail himself has a B.Tech from IIT Kharagpur and an MBA from Indiana University. He has also been an administrator at UC Berkeley and UC San Diego.

The first part of the book makes for a depressing reading. It dissects India's higher education and shows how it is in a crisis and broken on all fronts that matter. With 20-26 million children born per year in India, it is an important and urgent issue. Further, in the next 35-50 years, India must educate and prepare 700 million to 1.3 billion young men and women for their lives and careers. Yet, it is disconnected from the needs and aspirations of the students, parents, society, industry, and nation.

It's in the second part that his optimism and passion becomes uplifting and infectious. He makes a case that India can do it. Creating, and drawing from, case studies of Nalanda University (from 2000 years back), the United States (at a national level), California (state level), UC Berkeley (public university), and Stanford University (private university), Shail comes up with a series of action items, foremost of which can be summarized as follows:

Scope and scale matters: Nalanda had fifteen hundred teachers and three thousand to ten thousand students. Adjusted for inflation, the top universities in the world operate on similar scales. With scope and scale comes depth and breadth of fields that are available to the students as a choice. What does this mean for India's higher education roadmap?

Universal access and excellent education is not a pipe dream; it's an achievable goal. If others can do it, so can we. Our Gross Enrolment Ratio in higher education (percentage of students in higher education) is a measly 20%. We need to raise it to at least 50% over the next decade.

Public and private colleges and research universities can co-exist with community colleges and vocational schools. The California blueprint is an excellent one to follow.

Most importantly, we should put an end to single field institutions like engineering, medicine or nursing in our higher education. We need large scale integrated, research universities to make a serious impact. Such research oriented universities will offer students the choice to pursue different subjects and will facilitate inter-disciplinary collaboration on research, while bringing down the cost of real estate, equipment and facilities.

Excellence matters. Excellence and making an impact have to be deeply ingrained in the culture of our higher education. They are habits. They are parts of the DNA. The processes and incentives need to be aligned to sustain this culture. Outstanding teachers, moral standards, intellectual rigor, and mental discipline are foundations for excellence. Reputation and financial support will follow. How does one breed excellence?

Allow universities the freedom to attract and retain the best faculty members. Great institutions like UC Berkeley are established on the shoulders of faculty members who are experts in their respective fields and who are deeply committed to the mission of the university. The government should not impose any restrictions.

Remove hurdles – be it institutions like UGC, AICTE and MCI, or be it archaic laws like pegging the salary of professors to that of IAS officers and school teachers.

Let the universities compete for students, faculty and financial resources. This will help them focus on learning experience, use of technology, governance, quality and collaboration with industry.

Education, says Shail, is the key to unleashing the potential of India's 1.3 billion people and building a Golden India for all. Higher education, which sits at a critical junction of the society and nation, is the master key. Well prepared professionals in all walks of lives and a thriving research, innovation, and entrepreneurship ecosystem can unleash India's vast potential, address its mega challenges, and make its environment and economy more vibrant and sustainable.
